HR Strategy for Researchers - HRS4R
"Dunărea de Jos" University from Galati has applied for the „HR Excellence in Research Award”. UDJG has committed to implementing the "HR Strategy for Researchers - HRS4R" - an approach based on the continuous assessment of the implementation of the 40 principles of the European Charter and Code for Researchers.
May 2022
The first step towards implementation and alignment with the Charter and Code, in accordance with HRS4R, was the submission of the approval letter in May 2022.

September 2023
During the initial implementation phase, the process was carried out in accordance with the HRS4R guidelines. Extensive consultation with stakeholders from all faculties of UDJG was conducted throughout 2023, through a survey measuring perceived alignment with the 40 principles. As a result, GAP Analysis, Action Plan, and OTM-R Checklist were developed.
November 2023
The initial submission was completed in November 2023, and the application is currently under evaluation.
January 2024
Following the "Minor changes pending" status received after the initial evaluation, the application files were updated to address the mandatory changes and retransmitted:
- Preparation of the English version of the website page and insertion of the HRS4R link in the main menu for visibility (https://cercetare.ugal.ro/management/hrs4r/hrs4r-en);
- Addition of a link to the institution's OTMR policy and details (a standalone document in English and Romanian regarding recruitment was developed and published to better understand the underlying policy)
- The GAP Analysis has been improved. The Action Plan better addresses the issues identified by the GAP. No specific action for gender balance has been proposed, as UDJG already has a separate gender balance plan with specific actions. English version available here;
- A summary of survey responses is available in English, with representatives from R1 to R4 participating. Individual responses were collected, and a synthesis was made: HRS4R Survey;
- Responsible for monitoring and implementing the process is the Vice-Rector for Research, Development, Innovation, and Partnership with the Economic and Social Environment.
March 2024

The assessors welcomed the care taken in aligning our institution's HR practices with those of the Charter and Code principles. The comprehensive analysis and action plan meet all the requirements for the use of the 'HR Excellence in research' award. [pdf]
The award reflects UDJG's commitment to continuously improve human resources policies in accordance with the European Charter for Researchers and the Code of Conduct for the recruitment of researchers, and UDJG's commitment to fair and transparent recruitment and evaluation procedures.
Currently, the UDJG is in the first stage of implementation (2024-2026).
Keeping the „HR Excellence in Research Award” requires an internal review of the action plan, which will be evaluated in two years by the European Commission.
Based on this assessment, UDJG will develop a revised Action Plan for the period 2026-2029.
